The Board of Fremont County Commissioners met in Special Session at 9:00 a.m. with the following members present: Chairman Douglas L. Thompson, Vice-Chairman Pat Hickerson, Jane Adamson, Keja Whiteman and Dennis Heckart. Also present was Deputy County Clerk and Deputy County Clerk of the Board Becky Enos.

Chairman Thompson stated the purpose of the meeting was to act as the Board of Equalization and continue hearing tax protests.  Present were Hearing Officer Terry Martin, Assessor Eileen Oakley, Deputy Tara Berg and Deputy County Attorney Jody Darrough.  The following protests were heard:

Tory and Meredith Taylor (Docket No. 2008-26).  Both applicants were present and represented themselves.

Richrad Trupp (Docket No. 2008-03).  Mr. Trupp was present and represented himself.

Bryan Neely (Docket No. 2008-27).  Present were Bryan and Jennifer Neely who represented themselves.

Jane Adamson moved, Pat Hickerson seconded, to approve a Dismissal Order for Jennifer McCarty (Docket No. 2008-02).  Motion carried unanimously.  Ms. McCarty had verbally withdrawn her protest the previous day.

The Board adjourned as the Board of Equalization and convened as the Board of Fremont County Commissioners.

A renewal Contract between Fremont County Juvenile Drug Court and Fremont Counseling Service was reviewed.  Jane Adamson moved, Pat Hickerson seconded, to approve the Contract.  Motion carried unanimously.

The Board approved a Notice of Hearing setting the hearing 45 days in advance for the proposed changes to the Subdivision Regulations.

The Board reviewed the interviews held the previous week for appointments to the Natural Resource Planning Committee.  Based on a weighted vote, the following applicants received three or more votes:  Doug Lemm, Craig Cooper, Ted Knowles, Laura Engleman, Dave Vaughan, Jiggs Black, Margaret Wells, John Griffin, Pat Moore, Tom Johnson, John Birbari, Lois Herbst and Clinton Glick.  Based on the vote, Dennis Heckart moved, Jane Adamson seconded, to appoint the above applicants who received three positive votes.  Voting against the motion: Keja Whiteman.  Motion carried. 

A letter of support to USDA Rural Development was approved for the Hudson water system improvement project loan/grant application, as recently requested by the Town.

The Board reconvened as the Board of Equalization with Hearing Examiner Terry Martin.  Dennis Heckart moved, Jane Adamson seconded, to adjourn into Executive Session for deliberations on the tax protest hearings.  Motion carried unanimously.  Dennis Heckart moved, Jane Adamson seconded, to return to Regular Session.  Motion carried unanimously.  Mr. Martin will prepare the necessary Orders prior to the statutory deadline of August 4, 2008.

There being no further business, Dennis Heckart moved, Jane Adamson seconded, to adjourn the meeting at 2:45 p.m. and reconvene on July 22, 2008 at 9:00 a.m.  Motion carried unanimously.
