The Board of Fremont County Commissioners met in Regular Session at 9:00 a.m. with the following members present: Chairman Douglas L. Thompson, Vice-Chairman Pat Hickerson, Jane Adamson, Keja Whiteman and Dennis Heckart. Also present was County Clerk and Clerk of the Board Julie A. Freese.

An accident report was reviewed involving a vehicle belonging to the Public Health Nursing Department (CO-648).  The bids were reviewed as follows:  McDonald’s Body Shop - $693.00; Bill Stork Autobody - $954.55 and Olson’s Body Shop - $741.65.  Pat Hickerson moved, Dennis Heckart seconded, to accept the low bid submitted by McDonald’s Body Shop in the amount of $693.00.  Motion carried unanimously.

The following items in the Signature File were reviewed:  1) Fremont County Capital Revolving Fund Lease Memorandum for the Transportation Department’s purchase of pickup; 2) letter of support for the Wyoming Afterschool Alliance; 3) Fuel Supply Contract with Bailey Enterprises, Inc.; 4) Interest refund check from Conoco Phillips in the amount of $65.21; 5) Abatement Summary cover sheet; and 6) Adjustment to Assessment Summary cover sheet.  Dennis Heckart moved, Pat Hickerson seconded, to approve three TecCon Contracts for the County’s phone equipment.  Motion carried unanimously.  Pat Hickerson moved, Jane Adamson seconded, to approve a Contract between the Wyoming Department of Health, Community and Public Health Division, Women, Infants and Children (WIC) Section and Fremont County.  Motion carried unanimously.

Vehicle Maintenance Supervisor Glen Steers discussed the need for disposal of vehicles taken from the fleet.  He suggested the Board look at other ways to dispose of the vehicles instead of an auction.  He will research internet auctions and report back with a formalized plan.

Transportation Superintendent Dave Pendleton and HKM Engineer Jeff Young updated the Board on three alternate routes for the Burma Road reconstruction project.  The south, north and middle options were discussed in detail, outlining pro’s and con’s with each.  Following discussion, the group decided not to pursue the south option.  Young will report back with a more detailed map of the north and middle options, designating land ownership.  The Board stated they would then have enough information to make a determination of which option to choose when that information is provided.

Jeff Young gave an update on the Bass Lake Road project.    The substantial completion walk thru has been held and nine items still need to be completed.  One large item exists as a result of subsidence issues west of the box culvert.  A piece of ground has continued to move and the contractor is unsure what is happening under the asphalt.  Frozen material was used as fill, some of which was removed, and could be the source of the problem.  Young stated it is ultimately up to the contractor, Rice Construction, to decide on which option they wish to pursue to correct the problem.

Dave Pendleton presented an Invitation to Bid for the Dubois Area Contractor.  Jane Adamson moved, Pat Hickerson seconded, to approve the document.  Motion carried unanimously.

Commissioner Adamson relayed a concern she received from an Atlantic City resident regarding the dusty roads and large amounts of traffic in the area.  Speeding is also a concern as well as transfer station issues.  She had subsequently visited with the Solid Waste District Supervisor who is aware of the situation and Transportation Superintendent Pendleton will look at the speed limit issue as well.

Emergency Management Crew Chiefs Matt Galt and Dan Oakley stated interviews had been held with three individuals for the Career EMT for the Riverton Division.  Jane Adamson moved, Pat Hickerson seconded, to approve their recommendation to hire the recommended candidate.  Motion carried unanimously.

Jane Adamson moved, Pat Hickerson seconded, to adjourn into Executive Session with County Planner Ray Price regarding personnel.  Motion carried unanimously.  Jane Adamson moved, Pat Hickerson seconded, to return to Regular Session.  Motion carried unanimously.

Jane Adamson moved, Pat Hickerson seconded, to adjourn into Executive Session regarding potential land acquisition and potential litigation.  Motion carried unanimously.  Present were Deputy County Attorney Jodi Darrough, Recreation Board members Ron Cunningham and Don Reynolds, and Linda Solan, Jackie & Joe Palazzolo, representing Jane and Charley Davidson, who were present via speaker phone.   Pat Hickerson moved, Jane Adamson seconded, to return to Regular Session.  Motion carried unanimously.

Interviews were held with the following individuals for terms on the Natural Resource Planning Commission:  Doug Lemm, Ted Knowles, Craig Cooper, Lora Engleman, Dave Vaughan, John Griffin, Matthew McGee, Lisa McGee, Pat Moore, Tom Johnson, John Birbari, Lois Herbst, Timmery Hellyer, Clinton Glick, Jerry Bath and Darci Jones.

Fremont County Library Board Director Jill Rourke and Office Manager Rebecca Thomas were present to express several budget concerns, specifically, the custodial positions and substitute hours.  County Clerk Julie Freese also distributed updated budgets for their review prior to the public hearing the following week.  The Board stated they would meet at 3:00 p.m. on Monday, July 7, 2008 prior to the budget hearing at 5:30 p.m.

The Board reviewed the Death Benefit for Fremont County Employees.  By Policy, the benefit must be renewed annually for full time employees who are entitled to $10,000 and part time employees who receive $5,000.  Dennis Heckart moved, Pat Hickerson seconded, to approve the Death Benefit policy for Fremont County employees with funding through the Health Benefit Fund.  Motion carried unanimously.

The Board stated they will review the four applications received for the Emergency Management Coordinator position at their third meeting in July.

There being no further business, Dennis Heckart moved, Jane Adamson seconded, to adjourn the meeting at 5:45 p.m. and reconvene on July 8, 2008 at 9:00 a.m.  Motion carried unanimously.
